In the video below Race to the Top Director Joanne Weiss talks about the challenges our States face in identifying assets, developing and replicating models using these assets, and how important Local Education Agency (LEA) support is in changing their practices while sustaining programs and initiatives borne from Race to the Top. She goes on to talk about the challenges in scaling reform beyond the "islands of excellence" that we see at the individual school or district level and how these individual point solutions get stalled by the systemic inertia that is built in to our current education system.
